Proposal for the Establishment of the Shenzhen Weimin Reliability Systems Engineering Research Institute

In the historical process of achieving the “three transformations” in China’s manufacturing sector, innovation and quality are two enduring themes. Innovation is the inexhaustible driving force behind China’s manufacturing transformation, while quality serves as the steadfast cornerstone ensuring the sustainable development of Chinese manufacturing!
Manufacturing quality encompasses a rich array of meanings and implications. Among these, ensuring the safety and robust reliability of innovative product designs—a key engineering discipline—is largely unfamiliar to most Chinese manufacturing enterprises that initially started from reverse engineering.
Thirty-five years ago, to meet the growing demand for high reliability and safety in aerospace products, Beijing University of Aeronautics and Astronautics was among the first institutions worldwide to establish a specialty in Reliability Engineering and set up an independent College of Reliability and Systems Engineering, thus becoming a pioneering trailblazer in the history of higher education. I myself began teaching, conducting research, and providing social services in the field of Reliability Engineering in 1990. During this time, I have witnessed the evolution of China’s advanced manufacturing sectors—such as aerospace—whose demand for reliability engineering technologies has grown from nothing to something significant, and from weak to strong. Over the past decade, reliability engineering technologies have expanded beyond the aerospace and defense industries, becoming a strategic, overarching, and fundamental common need driving China’s development into a manufacturing powerhouse.
Electronic products—including electronic components—are now ubiquitous across nearly all manufacturing sectors, including aerospace, aviation, shipbuilding, telecommunications, automotive, medical equipment, nuclear industry, equipment manufacturing, rail transportation, and household appliances. Compared with advanced industrialized countries, China not only lags significantly in high-end chip technologies and other similar fields, but even in electronic components and products that we can independently develop and manufacture, there remains a noticeable gap in reliability levels when compared to foreign counterparts. Even more serious is the fact that most manufacturing enterprises have yet to identify effective technological solutions to address this issue.
As a reliability technology expert, throughout my many years of involvement in reliability technical consulting services for Chinese manufacturing enterprises, I have come to fully recognize—along with technical and management experts from both industry and academia—that reliability is a major, fundamental issue that is hindering the transformation and upgrading of China’s manufacturing sector. To address this issue effectively, we must rely not only on sustained government investment but also on the high level of attention paid by enterprises themselves.
To this end, I propose establishing the Shenzhen Weimin Reliability Systems Engineering Research Institute.
